Backstory
His birthday is today. He had a head trauma several years ago and has never been right since. The mental health system dumped him out as soon as the money ran out even though the doctors said at least one to two years of mental rehab. He lost his wife, children, job and home. Since then, he is in-and-out of jail when he belongs in an institution for mental health. I saw first-hand the dismal state of the Mental Health System in America and it is criminal how they operate.

Rahm Emanuel, Chicago's new mayor and Obama's once Chief of Staff recently decided to shut down 6 of the largest mental health facilities in the Chicagoland area. What will happen due to this change? Crime will increase, prisons and hospitals will overflow and people that need the treatment will not be getting it. Worst Chicago mayor ever.
