They farm raise, shrimp, oysters, salmon, alligator, crawfish, mussels. Why not whales?

You'd need a big pool, or perhaps hand over the Southern Ocean to the Japanese- they seem to be using that as their own private whale farm as it is.

The Japanese have a love of xrotic cuisine. Dolphin, poison pufferfish, eel's are on their menu, as well as occasionally mermaid. I was there in the service for two years. Actually I was suggesting an absurdity. An 19 century solution to 21 century problems. Alas I am sensing the tipping point. Long predicted my the Todds and Carsons and Leopolds. Beyond the point of return. Rising tides, receding shorelines, flooded estuary. I built my house on a hill/island.
