Victim, but I've been both. Usually victim or unable to do anything about it. I don't remember as much about this dream now, but when I woke up I remembered that I had just figured out who the serial killer was and where they lived and I needed to hide before they got back, but I was moving too slowly. I don't remember what happened after that - some dreams stick with me forever, others disappear as soon as I try to recall the details.
