If, as an owner occupier, your water heater blows up, you have to actually have to PAY to get the thing replaced. There's quotes to get. I currently have a problem with my upstairs neighbours hopeless sound insulation with his floor. He really needs to get new carpet and some decent underlay. If he doesn't agree to that, I may need to take it to mediation and then you are only 2 or 3 steps away from the Courthouse. Everything seems more complicated now.
