WOW! I was waiting to see what others said. I'll go first though, I think forever because forever is a commitment to something/someone/some experience in life. Forever is a choice of no return, regardless of the outcome. Never means you don't have the experience to compare anything to/with so in a sense, never doesn't exist for it's 'size' to be determined.
Sometimes I hesitate to answer sixing question...
I think never is bigger because if you never do it you'll never know. If you do something at least it'll always be apart of you. But never will gnaw you.
I went to a wedding where the bride told her groom, "I will love you forever, in this lifetime and the next." Everyone cried, including the bride and the groom and the officiant. It was a declaration and promise that seemed real and believable. The bride was not one to make empty promises. Ever. I have no doubt she will keep her promise of forever.
I use never a lot. I'm never going to eat cheese again. Then I do. I'll never layer my hair again. And, of course, I do and regret it. The list goes on. About the only never I have is I have never smoked, never used drugs, and I never swear. All three are huge, though. To me, anyway.
So maybe the bigness depends on how important the thing is to the individual.

The "bigness" is subjective...I think both are scary as heck no matter what...both never and forever can be considered a commitment or a regret.
At first I thought the answer was simple...now not so much.
Never, because the lack is so apalling. Although you can go without something forever, never would command it of you. It is so forbidding.
