I like all the answers here, but especially like unknown116's answer. I am 99.9% sure thst is where I have always messed up. It's easy (sort of) to say it, but quite another to show the other person how much you care. In both big ways and small ways. Sometimes someone will make a big grand gesture, and it is easy to get fooled that is love, when it's really just about their ego and not love at all.
The other answer I would say, is when you just can't keep it inside any longer. When it feels as easy to say as "have a nice day." I don't mean this in a flip way, like "I love you" is a casual thing to say - I just mean it should feel natural.
I met someone once who started saying it the minute he met me. It was hard to take him seriously. And he never gave me time to catch up. Kept demanding I must feel the same way because he did. That "relationship" lasted about a month and most of the time we argued about why I didn't love him back. This was recently too and I just turned 60. He was a few years older than me.
My comments are just my opinions/observations based on my experiences. It is different for everyone, I am sure.
